Advance not refunding

My name is Rupesh and I am from Bangalore. I paid 1.84 lakh to Embassy projects and Infrastuctures land developer for their project named Hiland Serene with an agreement that I would pay the balance amount and get the property registered in my name after he gets the necessary approvals in reasonable time. I paid this advance in April and in Oct he was able to get the approval. Which is definitly not a reasonable time (18 months) for approval.

By dejected with this delay and my money is just sitting idle, and also not getting the same plot as stated by developer, I wanted to get my advance back. When asked for refund the developer is stating that he cannot pay the money back and I have to register the plot in order for him to pay back his loans etc to bankers.

I am requesting you to do the needful to get our funds back. Now it has been more than 2 years and after following with him for so much time and do not have anywhere to go.
