Delay in Handing over possession of Commercial space

I booked a commercial flat at their upcoming building "The ACE " at manesar, Gurgaon. Possession was to have been handed over by

07th December. Everytime I call their office I am told it will be ready in another 2-3 months. I have even made a personal visit to their off at

E-42/3, Okhla Industrial Area, Phase - II, New Delhi., on 14th Feb and I was told it would be handed over by end Jun. We are nearing the end of the year 2011 and I still do not have the possession. Even now I am getting same reply possession by Feb. I need to get some firm committment and also penalty from the company for this long delay.
