Non payment of money

I had booked a Studio Flat -125 sq ft 2 years back for approx 5 lacs payment with a Buy back option. According to this buy back option - Chandigarh Overseas Pvt. Ltd were supposed to pay us an amount of Rs.7.5 lacs (Approx) along with interest for any delay in case they are unable to complete the project within the timelines of the project.

I have been repeatedly sending mails and calling them for over two years and they have not got back to me.

There are a number of similar complaints in the region. Can we all do something collectively.
