Registration of my Flat

I purchased a Flat way back in however the owing to some conflict with the landlord and the promoter my registration is pending. Can I file a case in the Consumer Forum. However my lawyer say it cannot be done as the period of two year has passed by and more over we are having a legal agreement signed where in it is maintained clearly only after the resolution of the landlord and promoter conflict, the registration can be done. Please suggest can I move to CF.
