Recovery of Maintenance dues

Dear Sir,

In our Soceity Ganesh Park Flat No. 11 had been sold and there was no intimation or NOC taken from the society and till date even the Share Certificate has not been tranferred nor the new owner has been registered in the society books as a bonafied member. The real owner has never showed up and only his relative is having the custody of the flat. They have not paid the Maintenance charges of the charges either for all these years. We are very confused as the previous owner is not traceable and the new owner's whareabout we dont know. Only an unknow person is being renting the flat and the entire burden of water bill and sweeper and common electricty bill burden (entire maintenance) is been borne by other members.

Kindly advise what can be done and how to trace such a owner and issue notice. Can Police help on this matter? Please show us the path to take immediate action as this has been going on since past few years.
