Non refund of registration money of Indirapuram plot scheme 738/710

I had applied for a plot in Indirapuram in GDA scheme- 738/710, but I had gotten information that scheme had been withdrawn by GDA, but neither I had received any information fron GDA nor get my refund. Again how can GDA, a responsible authority make public fool by doing such activity. What is about the registration money as well as application fee- @500/- each at that time, if scheme is withdrawn. GDA should also refund the amount with application fee with appropriate interest @ 18%, which it charges from defaulters. any body can suggest abut it.
