Deficiency in Service

I booked a villa with Golden Gate Properties Ltd. (GGPL) in Oct. This was in their Gated community project, Golden Homes. As part of the overall deal, I was promised that a full fledged club house would be made available to the owners within the facility.

Till date (5 years hence), there is no concrete plan for this, and they keep shying away from the subject under the pretext that the local authorities have to release the civic ameneties (CA) area which was ear-marked for this. I have no way of confirming this, and hence not sure how to proceed.

The same problem is faced by the 100 odd property owners within the complex.

How should I proceed?
