Less carpet area in comparision to super built up area

I have bought a flat B-1005/1105in my wife's name in year 2005 from HAWARE Builder, name of the building is Silicon Tower in Sec 30- A, Plot No.46 vashi, Navi-mumbai pin-400705.

Society is not yet handed over to us still Builder is taking care of maintenance, this building is compromising of 100 odd flats.

My complain is regarding carpet area, the flat was sold to us saying that super built up area is 1499.08 sq ft and accordingly per sq ft rate were charged. As per Govt of India notification builder is supposed to give carpet area 30 pct less than super built up area, i should have got carpet area of 1050 sq ft but my house is not more than 800 sq ft carpet area.

my request he should refund us the money what he is supposed to offer as govt of india rule after doing proper deduction from super built up area, how much carpet area he is supposed to provide us.

this is first complain in consumer forum by seeing television which prompt us by stating jagoo garahak jagoo.
