Harresment from cooperative housing society

I purchased old tenament one year ago. Then housing society demanded Rs. 60, 000/- as transfer fees. (The name they had given was development charges!!!) Then They had delayed the procedure of making me memeber with out giving any reason. I had submitted all the necessaty documents. Then I started renovation of the house. The society chairman/secretary started asking for approved plan of the renovation. Now eight months are passed but they are not making me member. My questions are

(1) Do they have authority to ask for plan of renovation if I am not distrubing neighbours and their property because of renovation?

(2) For becoming the member of the society, is it necesary to submit the plan? As when I applied for membership (i.e. after the resignation of the previous member from whom I purchased the property), the old structure was present whose plan was already approved long back. They were delayed the process of making me member so I couldnot wait for them to make me member first and then to start renovation.

(3) Currently the work is over and from few months, I am leaving in my house. I have elctricity, telephone, Gas connection everything on my name. So what are the consequences if they do not make the member?
