House owner rental increase

The house owner increased the rental amount when i told to shift the home. Iam living the home about 3 years by rental Rs.3.000/ Some months before they increased Rs.500/. Now increased Rs.500/ Now Rs.4000/ per month. they not clean the water tank every month. when i pointed that they said that if you wish stay here otherwise getout. when i vacate that home often they said that this month not well. so don't transfer to a new home. But now they cheated me and i can't do any other work because my mind is affected by them. What can I do? They used Corporation water. But they supply to me only borewater and they did not clean the water tank. The water have bad smell and protect skin problem with stomach and etc side effects. Iam living my only son and his wife. The house owner indirectly said that nobody not come to the home. Can i give a pettision to them? where and how can i compliant?
