Complaint against house owne

Im Living in mysore in hebbal 2nd stage in mayura circle 8th cross. Its a 2bhk owner stays some where else but his relative stays on the 2nd floor of the house and we in first floor. The owner relative is very rude. He did not provide the mentioned item in bound paper. His house electricity is connected to our electric meter and he is not ready to pay the amount. Now he is speaking very rudly and harassing us.
