Improper house construction

I brought a house from the SAI BUILDER at Venus colony. He has taken all my money and he spoke nicely before purchasing the house. After the purchase, everything has been changed he was very rude and he has not finished the house perfectly. He is yet to hand over my electricity connections and water connections. He never looked into the complaints said by the inmates of the flat.
