Non execution of conveyance deed on time

Hi, I have applied for the Conveyance deed of my Industrial plot 233 phase-II panchkula to HUDA office Sector 6 Panchkula on 25.07.2011.The stipulated time for this process is of 18 days. HUDA officials gave me the date 23.08.2011 for the same, but till date i didn't receive the conveyance deed of my plot.i have been to the HUDA department thrice regarding the Same and also given written request for the same, but do not get the satisfactory reply from HUDA .there is due standing against me all the process from my side is complete.so May i know how i can get the conveyance deed of my plot.
