Builder not signing Builder Buyer Agreement

Hi. I had applied for a 2BHK flat at ILD Spire Greens back in September however the builders (ILD & Millenium) are not signing and finalising the builder buyer agreement due to reasons best known to them. It has been four months and I am totally fed up with their useless responses. Upon calling them, they always say that it is under process of signing with Millenium Spire, I do not understand that if legal things take such a long time when I completed everything at my end in Oct'10? Is there someone who can help me or guide me?? I am repenting on my decision to invest in this useless group. I will recommend everybody to stay out of this, as myself, being a Chartered Accountant, had misjudged them and invested.
