Illegal construction in ec

There are so many Illegal constuctions going on ECR which is supposed to be an Aquifer recharge area. CMDA rule says 0.8 FSI and 40% plot coverage. No one follows this rule here on ECR. when asked CMDA office they say all are illegal contructions and that CMDA doesnt approve them. Then who else is approving them. Local body?? Local body no longer has the power to approve any construction on ECR. Why does the Govt give current and water connection to these illegal constructions?
