Unfairly increase the value of house to charge customer highe

It seems india bulls real estate is really bullying with customer. I had booked an flat U-305 with india bulls greens- panvel project . i have already paid approx 10 lacs for the same. recently i got a letter from them to do the sales agreement. when i visited there office, to my utter dismay i found, my flat has been sold to somebody else and i am offerred at 26th floor and i have to pay additional floor rise till 26th. when i asked why, i was not given any satisfactory reason. i told them to respond in writing, which they denied. i was recently updated, that i will be given a project in phase II. My simple question was why, when i have given money in phase I, why should i wait for phase II or why should i pay floor rise till 26th. When i visited there head office, i could see many customers are forced to sign agreement, with increase in floor rise.

Would like to know how to take it to competition commission of india, as what is being done by India bulls is illogical and unfair to customers.
