Electricity being used from my flat in my absence by the tennants in my building

I have shifted to my new house and have locked the earlier house that i was living (Kamothe). On going there after few days i find that my electricty has been taken and some other tenant is using my electricity without my knowledge. Thsi has happened in the past also wherein same situation was encountere.

For this i am paying the electricity charges from my pocket. This is a very regular feature in my complex and my building. Requesting you to please help in this as i am sure many of them are facing the same problem.
