Owner of the pg not making the deposit and rent back

I am property dealer from malad east, mumbai. I have provided pg (paying guest) facility to 2 guys in andheri east. The same owner also given pg accomodation to my other client in malad east. The Owner is usiing her daughters house in andheri for pg service. the owner has not fullfulled his promise to furnish the flat & providing the pg facility. The tenants of the flats getting harrased with his behaviour.. He has taken full money from them 1 month rent in advance and 10000/- Rs. deposit. and not paying any facility, making false promisses after making calls to him. Now he is refusing to make the payment. He also given receipt without mentioning his company's name on head & revenue stamp on receipt. and for other tenant, who came after some days of first tenant, his son has given 2 receipt of her mother's fake signature. Now both the person, son and his father not responding well & my Tenants wants their money back so that they can live peacefully on other place. pls help us to know what legal action can we, both agent and tenant take action against the owner..
