Flat not completed, No interest paid, Builder unwilling to do anything about this

Hi,

I purchased a flat in Ittina Mahavir in 2006. The project was supposed to be complete in but till now it's not yet complete. The builder was also supposed to pay interest @ 21% from overdue date, which also has never happened. the builder is not willing to complete the flats and the apartment complex is not at all well-maintained. Lifts have not yet been installed in most of the buildings (very recently he has installed lift in couple of buildings after years of pleading). there are 16 buildings out of which only 3 or 4 are decently completed (that too just recently). All buyers of this project are suffering and regretting and don;t know what to do.
