Non delivery of flat

We have purchased a apartment in lake city mankundu, WB in the year May. We where shown a nearly ready apartment. Delivery was promised within 2-3 months. On December we were asked to deposit money for electrical connection. We approached the SEB and came to know that there is no feeder line in the area. Still today they are unable to provide power.

Please advise what we can do?
