Against Private builder, not to finish JOB

Sir,

I purchased 3 BHK Flat at 2nd floor from a private builder in 2009. That time building was under construction. Some works of building was pending. At the time of pussessition one work was also pending, that was rainling of stairs.

We (other residents) complaint to builder to finish their job so many times. but he passed comitment to finish railing jobs soon but till date he didn't complete their comitment.

So, I want to submit my complaint agaqinst that builder and want compensiotion to face many problems. My father and other residents have been fall from stairs but he didn't feel any shame.

So, sugges what did i do against that builder.
