Builder Charging in Excess

Dear Sir/Madam,

A Mestri signed a contract with me to build a house within certain amount but he has taken excess money and is now absconding. There ae many mestris who are living in Kuruburahalli area in Bangalore. They are living Royal life even though they are not educated because real estate is booming in Bangalore. Most of these guys are Building construction Mestri's without license to build. These mestris own two wheeler, four wheeler, and sometimes even trucks. They are thriving because of construction is an unorganised sector in our underdeveloped India. There are no rules and regulatios we are building a house with my fathers hard earned money he worked in Govt so we saved little by little money by compromising our life style with no amenities andbuilding our house but this mestris has cheated us and has run away. IS there anyway I can get my money back or blame it on my bad karma. Is there any way in Indian system that I can get justice or give up the futile fight. In India only might rules innocent and honest people will have to suffer because we do not have strong law. If there is a ray of hope do le me know.
