Harrassment in Mutation of plots

I had applied for mutation of the plot 3/388 Vikalp Khand, Gomti Nagar; LUCKNOW in name of VIBHA NIGAM SUNEEL NIGAM on may with all necessary papers.

The LDA Lucknow office has not done the mutation yet despite reminders.

Visits to the LDA Lucknow have bore no fruits. The touts hovering there offer to get the job done for money.

Will the authorities concerned look into why the mutation should take so long? And who are responsible for this deliberate/inordinate delay?
