Even after paying 40% of total sum, in 4 years, there is sign of progress

I had bought a flat from M2k builders at Dharuhera, county heights in 2006.It was construction based plan. Till date in H block, which was assigned to me, the construction has not yet started even after 41/2 years. I have already paid 40% of total vaue of the flat to builder.

Beside my block there is J block where the brick work is going on and now builder wants to offer me J block... which as per builder, will take minimum 2 years more to complete... There has been no development at the sight. I am not confident whether this block will ever complete... I am badly stuck with my payment.
