Demanding Money for Every Step

Dear Sir,

This is Amit kumar (9716739639). I got a EWS Flat In GDA Madhuvan Bapudham Housing Scheme in 2008. But I Have Not Found Possession upto till date & every step in paper work they were demanding money either he say for late in possession. Sir Please suggest me what can i do.
