Water Connection

I have purchased a flat in Mahalaxmi TOwers, Kasar Vadavali in thane. however after possession in june, till date i have not received water connection. TMC has approved 4 lines of 1 inch however nothing has been worked out. can i file a case against builder for deficiency in services?
