Allotment of inadequate car parking in appartment

I have purchased a flat three years ago as a second sale (not occupied). The seller of the flat is one of the partner who developed the appartment (builder). This flat was on his name. After buying this flat I realized that the car parking is not sufficient in area and I can not park my vehicle in the car parking. What are my rights to appeal? Can I ask the builder legally to redefine the car parking which is unequal among the flat owners? Can I appeal in court?
