M/S GLOBAL FORTUNE
NON REGISTRATION OF PURCHASE FLAT

I purchased a flat from M/S GLOBAL FORTUNE with super buildup area 987 sq ft located in harihar singh road, morabadi, ranchi in year 2005. I have paid all the costs to builder, but the builder has not given me either NOC or possession letter. Not only that, he has constructed an illegal room in the ground florr which should be used for parking. Now he is negotiating for that illegal room & not registering my flat. the local development authority says i need NOC to fikle a case against him. tell me, what shouls i do?
