Complaint against landlord

Hi

This complaint is against our landlord. We were staying at a rented house in Chennai, a monthly rent of 3500Rs. Our landlord used to charge extra current and water bill apart from the rent, ie Rs4per unit.we used to get high bills though we dont use any high energy consuming appliances. Hence we shifted to a new house but now she is refusing to pay back the security deposit ie Rs20, 000
