Society is not responding on overcharges bills, from last 15 years and not transferring flat

Sir,

I am residence of Anand Sagar Co operative housing society in Bandra Reclamation Bandra West Mumbai 400050

This is an MAHADA building society was registered in around 1992, I had applied for membership in same time I had submitted Xerox copy of the sales deed and other relevant document, and Registered of document and stamp duty was in appeal so I did not submitted .but I told them as soon as they will settle I will give it to you

Then they started charging me NOC charges started Rs 100/00 then it went up to 1800 per months, even after the law came in existing of 2001.

The bills was given to me was purposely manipulated in the society records the Say bill is Rs. 100/00 but in my Bills which is given to me is some time 1500 sometime 1200 some time is 175 it is all maximum is very,

When society charges for parking is about 100 to 150 per car, but society had charges me 1800 saying it is charges you had cars so it means I was charged for 10 cars around

I request them again and again but the chairmen is very adamant not to ready rectify the my bills

Society had file the case against me in 1995 around and took decree against me but they did not execute it because they realize the bills was given to me was different then what they have given amount of the bills in court was difference

Society chairmen and some committee members have not given bond under the law; also they have collected Rs 100000/ 00 one lack for transfer’s fees from new members in different heads instead of compulsory not to exceed Rs.25000/00 (twenty five thousand only)

Can someone help me what to do? And how to go ahead for my transfer I have paid almost entire amount of my maintenance time to time
