Issue of NOC to sell a plot

I had bought a 60*40 plot in Nisarga Layout formed by Nirman shelters in 2005. I am aplanning to sell the same in 2012 . I have all the property documents and every thing is in legal status.

Now Nirman shelters has cleverly started to scare people by putting hoardings in the development area that One have to get NOC from seller if one is buying the resale property (they are still selling the plots by them selves little far away from entrance).

On the other hand to give a NOC (No Objectio Certificate to say there are arrears) they are charging 25000 Rs for NOC.First of all We have plot on our name registered, If I have to sell my plot who is this builder to give NOC Is this company acting as a extortion Mafia.

I am filing the complaint in comsumer courts about the same. Please do file complaints againist these illegal actiivities done by these companies. Please beware of these type of companies and if you plan to buy any property with these companies ask for NOC to sell th eproperty before you buy these properties and also have an agreement that they will not ask for any amount in future.
