Cheating by delaer for house allotment

We had booked for a house allotment in BPTP Park Elite Premium scheme, Faridabad through dealer: Mr. Misbah Warsi, Nirnay Estate Agency, Sec-31, Springfield Colony, Faridabad. He had promised to give 5% discount through cheque during 2nd installment which was paid in oct-09. The cheque issued by that company was bounced and the delaer is not issuing new cheque in this regard.

Everytime, he has excuses to give and due to this we have not been allotted any house even after 9 months of booking the house.

Consequences:

1) Our name has been added to the defaulters list in BPTP record.

2) We have not been allotted house due to this bounced cheque.

Immediate Action required:

1) We want the dealer to issue a fresh cheque in this regard as part of his commission and settle out the due payments as promised.
