Complaint against the Land Lord for refusing refund of Security Deposit

Dear Sir,

I, Sanjeevani Krishna Kamalakar, had taken a room on rental from Mrs. Budkuley on 1st May on terms of Rs. 40, 000/- as refundable deposit & Rs. 5000/- per month rental which is inclusive of Water & Electricity Charges. We have common electricity meter hence we have mutually agreed upon these terms which are clearly mentioned in rental agreement.

The agreement is getting over on 31st March. When I informed her about me willing to vacant the flat on 20.03.2010; she demanded extra money towards Electricity charges i.e. approx Rs. 20000/- to Rs.25000/- & she refused to refund the deposit.

On this day she had put off the main supply to my place which i came to know later in the evening.

Next day I went to the Manpada Police Station & filed the complaint against her. She had been called to the police station which she first refused to come & said she will come only after agreement period is over.

I informed police officer about this & a police officer with a lady constable came alongwith me to her and checked the original agreement copy & called her to the police station where they informed her officially about me filing compliant against her. They also informed her to refund my deposit on the end of agreement period.

On this day the electricity connection was disconnected from the main; which she said that MSEB has disconnected due to non payment of bills.

Her daughter is staying just adjacent room so my landlord stays with her. But I can not stay because of no power & I have to stay at my friend's place since last 3 days.

I request you to please look into the issue & guide me further as I am not getting the deposit return nor I can stay there due to no power.
