Filling case against Fraud

Have booked 2 plots measuring 160 sq.yd & 240 sq.yd. for last 5 years and with efforts from our end of constant calling and reminding the builder for possession no reply ever came. Latter when we lost hope after 3 years 6 months we called for quit and refund of money and ever since no body in the company has entertained us.

Would request information if a case can be filled against the builder in consumer court from chandigarh itself. As i live and work here and constantly attending court at noida would be difficult.

Please advise.
