Nonrefund of prelaunch deposit money

I deposited 10 lacs as a booking amount for a flat in the prelaunch of sec 112 in noida in may.

The company could not get appropriate permissions from the govt and had to scrape the project. But they are not making us any refund of that money. I have been calling them almost everyday and they are just making excuses. I live in california. Is there any higher authority who I can complain against them.
