Poor construction of Independent Floo

Respected Sir,

I bought a 2nd floor of independent building in sant nagar, burari in Nov. Its consists 4 floors including ground floor. It was constructed by a private builder. Now this building is moving ahead and can fall down anytime and risking our lifes. I had a word with builder but he is not ready to listen anything and even threatening us not to complain. I'm stuck in between as dont have any clue wht to do. If i'm not wrong no building can move like this in one year of its constuction. Kindly suggest me wht to doa nd where to complain... i really need a expert advice on this issue...
