Delay in handing over flat

I had booked a flat (303-Tower14), in Orchid petals Sohna road development. The flat was to be handed over in August failing which a penalty was to be borne by Orchid @Rs5/ per sq ft per month of delay. I have paid the complete amounts due and far from reimbursing the penalty fee, Orchid is not even handing over possession as on date. Continuous mails and calls have had no response.

Request urgent intervention to solve this issue. I am paying an EMI of more than Rs 93, 000/- every month and it is back breaking.
