Non-refund of Initial Money paid

I had booked a plot in Neemrana, on Delhi-Jaipur Highway in a project launched by Pal Infrastructure & Developers Pvt Ltd 4 years ago but the builder failed to deliver as per promises made by them, hence, I had to ask them to pay my money back. I am being harassed since more than 1.5 years to get my money back. More than 10 times their cheques have dishonoured in my bank. I am losing on the interest towards the money paid to them and every time the bank charges me cheque bouncing charges too.
