No progress in construction even after 2and 1/2 years of payment received

I have paid 25% of the booking amount i.e approx 8 lacs in april - may for the pal city park project in sector 95 of gurgaon. Till date after two and half years there in no sight of any construction work. The site where the flat was to be constructed remains same as it was 3 years back at the time of booking. Even after repeated callings to the pal group office no one is ready to give the exact details. Every month we hear the same thing that next month we are starting.
