Incomplete Flat Handover and illegal Shop, Storeroom construction in parking area

Dear Sir,
My Flat (or Plot) Owner "ANIL AGGARWAL" (He is central govt. employee who is resident of Chander Nager, Ghaziabad) and Builder "BHUSHAN TYAGI "(BUILDER Firm name: BHUSHAN PROMOTERS) are cheated me. I have purchased a flat at "Flat no. GF-3, Plot No. 945, NITI KHAND-1. INDIRAPURAM" and registry done by Plot owner ANIL AGARWAL to my name (AMIT GILOTRA). But they didn't give complete handover in my flat till today (8th June).
1. illegal construction of commercial shop/office and storeroom in building parking area, doing by builder along with plot owner. For which we complaint to GDA also around 1 month back but no action have taken by GDA tillnow.
2. Builder didn't use required cement in whole building due to this ceiling water leakage happening at several places in my flat as well as in whole building.
3. No ganga water connection provided but have taken the money for the same.
4. Only 3 water tanks provided for 9 Flats in whole buidling.
5. Water passage/sewage system is not proper in flats because after every one week approx., water blockage happened in water pipes in flats
6. No gate provided in parking so there is no security in parking of our vehicle.
7. Electric Meters are not covered inside boxes and all electric meters and electric wires are kept open in falt as well as in parking area.
8. Builder and Plot owner took the whole money from all the 9 flats owners (purchasers) but didn't give the complete handover of the flats to us.
9. Builder didn't provide any system/solution to rain water collection in parking area.
10. Building Completion Certificate is not provided by builder to us till date.
I would like to request to please do the needful action on my complaint at your earliest and, if possible, provide me the compensation from builder/plot owner of around 4-5 lakhs against these incomplete constructed flat handover and against these problems.
Please help me on this.
