Sanitary ware items not provided as per agreement

As per agreement, Annai builder is refusing to give the Sanitary ware after construction of the house. I got the new house at Wimco Nagar (Tiruvottriyur) from Annai builder. While construction, we asked to change some of the Sanitary ware items which they providing by default, to products which we provide. While changing the Supervisors (along with the confirmation from builder office) accepted for replacement and told the amount will be deducted in the Final payment settlement. With this acceptance we agreed to change the 2 White closets, 2 White wash basins, 2 Wash basin taps, Kitchen sync, Iron Ladder (to climb to terrace). But while the Final payment settlement and getting the key, the office people (Bhavani, with the confirmation with office Management) on the Annai builder told, they cannot reduce the amount, instead they will replace the products to us, and we can pay the final payment. With this we paid the full settlement and got the key and was following up with site supervisors and office continuously to replace the product. After a month time, they told they cannot replace the products as well as they cannot refund the cash. We argued that for the additional work they did (additional loft, taps, electrical fittings, etc) alone they are getting the amount from us, and why they are not reducing the amount for the default products they give to us. The Annai builder management told, they will not give the cash back and the products back at any cause.
