Sells the plots at exorbitant prices

I purchased a plot at Perumbakkam Varadhapuram, from Annai Builders, Madipakkam at the govt. guidelines rates, which is Rs.2083 per sft. When I tried to bargain the rates, the company said that they charge only the Govt. guidelines rate. Later I found that whereas the market rate was very less. Now after 3 years, I want to sell the same, but I am not able to proceed, as the market value is still less than the Govt. rates. The difficulty is due to the company's greedy policy of charging exorbitant price from the innocent customers by quoting the Govt. guidelines rate. The guidelines are rates are fixed with hand in hand with the builders, with a result, the poor customers are taken into ride. The situation should change. I with my experience, suggest that no body should purchase any land or plot from the said company and later regret for the same.
