Fraud Builde

I booked a flat in bhopal in October for Rs.11 lacs. The builder promised to give the posession in october. I made 60% of the payment and booked the flat but then when i enquired about the builder i came to know that he was a fraud, known for not keeping his words. He built 4-5 pillars on the site of the building and since then there has been no progress. There are many more families stranded like me who are living in rented houses. It looks like he does not intend to build the apartment anymore and keeps insisting us to cancel our booking so that he may sell the flats at a higher price. He is harassing us by not building the flat so that we get agaigated and cancel our bookings. I would like to mention here that the property rates in bhopal have soared more than 50% in tha last 2 years. Please help me out in taking action against this fraud guy.
