Advance money Not yet Returned

I booked a flat (apartment) with Shreyas Buildersin Baroda (Gujarat) which was owned by Mr. Raveendra Bhate. During booking I paid Rs. 2.5 lacs to this developer/ builder in year 06. After so many years he did not start the construction of the apartment, but instead he closed his office and left Baroda since then. I also heard that he sold his house and moved to Pune with his family. Before he returned to Pune in year 2006 he gave me bank cheque for Rs. 2.5 lacs, but while I deposit it in my bank. the cheque got bounced. I have all the papers, receipts, cheque copy with me. I don't know how to proceed to recover this money from this developer. Please HELP.
