Television lottery programmes

Pls investigate these lottery programmes on television which show pictures of celebrities and ask viewers to call in so that can get prizes... i have seen many times easy answers are not answered by callers (probably fake) and... as a consumer u keep holding the phone... it seems like a scam to extract phone charges out of innocent people calling in to give answers... need to stop these scam programmes
