Complaint against shopkeeper selling free items

We residents of Sector 2 RK puram are painstriken by a local shopkeeper M/s Pradeep. He is a resident of Rajasthan Alwar District and have been operating a shop which he claims from last 15 years. He has developed good contacts with big bosses in both police and local unsocial characters as there is a traveling agency in close vicinity and a lot of car/taxi drivers are there for his support over a bottle or two of liquor. Although a local shopkeeper, he is into business of lending money/food / ration to most of residents at sector 2 and in that bargain claims to be a GOONDA who has now the capability to do anything he wants.

He is selling items which are otherwise free with other goods at a price decided by him. Since the government employees living in close vicinity have no options as monthly ration is taken from him, he is very successful in operating these activities. Also he is not income tax payee which he should do seeing his large incomes, and not even gives a bill of the items purchased thus saving sales tax to government.

It is requested from all of us that a probe against his modus operandi be initiated and he must be given due punishment on selling free items, on using threatening language to residents if asked to stop this activity, theft against public money in terms of not filling sales tax and income tax etc.
