Not providing Bills for Transactions and demanding excess fare for print outs

I wanted to take a colour print out of some files and when I went to the shop, I was demanded excess fare by the shop owner [10 Rs per print out instead of the normal 6 Rs]. When asked about the excess fare, I was given a rude reply and I was not even provided with a bill for the transaction.
