Delay in delivering refilled gas cylinde

I booked Bharath gas on 17.09.2010 with booking number 3308137 by way of SMS booking. But yet (08.10.2010) I didn't get the refilled cylinder, even though they promised to deliver the cylinder several times. I think the distributors (Sandhya gas agency, East Fort, Thiruvananthapuram) are solding the cylinders in black market.
