Delay in delivery

I have purchased a double bed wooden cot at Bigbazr located at Express avenue Chennai on 16.02.2011. My oredr No is 509 dated 16.02.11Rs 12750/- Delivery time is three weeks. I waited for three weeks but I have not received the cot. I called the manager who is incharge of stotres but he refuse to deliver the product because it is not available in market. I asked him to refund the amount which I was paid. He is not responsing for it. Kindly help me.
