Could not submit bill, due to absence of concerned person from seat

Today on 15 july i Gaurav Singh could not submit my telephone bill... since Mr. Babu ram who was supposed to collect cash before 1 PM... I was in the office at 12:15 but unfortunately found the concerned seat vaccant. I repeatedly asked every one in the office including SDO Mr. Rakam Singh but no one seemed interested in listening me.

I find it really hard to understand how Mr. baburam could leave his seat when he was supposed to be there.
